Food stamp changes may mean more staff A change in the federal food stamp program regulations may require the hiring of at least three additional personnel by the Cayuga County Department of Social Services. The change, which takes effect July 1, would make most recipients in the federal Supplemental Security Income (SSI) program eligible for food stamps. Anthony Sylvester, county social services commissioner, said he may have to ask the County Legislature to approve the hiring of at least three persons to handle the expected influx of new food stamp recipients. An increase of more than 50 per cent is expected in the number of households eligible for food stamps. If the estimated numbers apply, Sylvester said, 'we're in trouble' unless additional staff is hired. Sylvester said be would meet first with the legislature's social services committee to discuss the need for more personnel. No date has been set for that meeting. The county is operating under a tight budget and is not in a mood for more hiring, particularly in the welfare department which represents the lion's share of the county budget. Sylvester said present staff 'are going to have to work harder in the meanwhile, until and if we get the new people.' The food stamp unit presently consists of six workers, including a supervisor, three examiners, a typist and a clerk. It serves about 3,600 persons in 1,100 households who receive cash assistance in addition to food stamps, and another 2,200 persons in 542 households eligible for foods stamps but not on welfare. Sylvester said about 1,265 households in the SSI program receive medical assistance through the social services department. He said he expected about 70 per cent of these to apply for food stamps under the new program. 'We will need personnel if we are going to do the job right.' Sylvester said. He indicated he would recommend three new examiners, as these are the persons who must determine eligibility. The examiner post pays $6,993 a year. The commissioner said he received a letter Wednesday informing him of the change in regulations. He said this did not give the department adequate 'lead time' to implement the program change which goes into effect in less than a week. The letter from Albany lists two groups of SSI applicants. Those who 'live alone' will be sent a questionnaire by mail that only has to be filled out and returned for them to become eligible for food stamps. The second group, those 'who live with others.' must apply in person at the welfare office to be eligible for food stamps. The grant is from the Eagles Art Ehrmann Cancer Fund and is being presented at the NYS Eagles Convention in Elmira today through Saturday. The fund is named in honor of the late Arthur S. Ehrmann, first director of the Eagles cancer fund in 1959 and editor of Eagle Publications for 25 years. Casamassima reported this morning that police found Benjamin L. Potter, 49 of 7 Hawley St., dead at his home last night. Warren Jones, Seneca County coroner, was called in, and an autopsy was underway this morning to discover the cause. Potter had ap-parently been dead for several days. He was discovered by a son-in-law, John Kriegelstein of 52 Church St., Waterloo. He and his wife went over to investigate when they couldn't reach Potter by phone. The autopsy Is being conducted by Dr. Manuel Posso of Ithaca. The body will be released to the Dor an Funeral Home after the autopsy, at the request of the family. In the meantime, police are con-tinuing the Investigation. Potter had been employed at Sylvanla Electric Co., Seneca Falls. He had recently suffered pneumonia. Police were called at 6:30 p.m. Friday-Friends may call from 2-4 and 7-9 p.m. Sunday at the Doran Funeral Home. * The funeral will be at 11 a.m. Monday at the funeral home. The Rev. Edward Lincoln will officiate. Burial will be in Union Springs Cemetery, Union Springs. Mr. Potter was born In Muncy, Pa. He was employed by GTE Sylvanla for 25 years. He was a member of the Sylvanla Century Club.
